Trump’s ATF just proposed a major change to the NFA process — but the biggest story is not just easier paperwork. The ATF is now admitting that fingerprint cards have little utility in the overwhelming majority of NFA background checks, raising serious questions about why so much bureaucracy was required in the first place.
