The Union Budget for 2026–27 has been a disappointing one, doing little to boost growth, productivity, or employment. Its achievements on the fiscal front appear to be driven more by compulsion than choice, with stagnant tax revenues—where personal income tax bears a disproportionate burden—and expenditure as a share of GDP no higher than a decade ago.
This Budget is also the first in the award period of the 16th Finance Commission, whose recommendations have left the peninsular states in a quandary. The talk will examine the fiscal challenges facing India and the implications of current policy choices for both the Union and the states.
Rathin Roy
#RathinRoy is an Indian economist and policy expert known for his work on public finance, macroeconomic policy, and development economics. He is currently with the #kautilya School of Public Policy. He has previously served as Director of the National Institute of Public Finance and Policy (NIPFP) and as an adviser at the United Nations Development Programme (UNDP). He is widely recognised for his analysis of India’s fiscal policy, economic inequality, and the challenges of inclusive growth.
