How often do armed civilians actually stop active shooters?
According to FBI data cited in this debate, armed citizens stopped 16 of 408 active-shooter incidents between 2014 and 2025.
That's just **3.9%.**
But Dr. John Lott and the Crime Prevention Research Center say their own review found something dramatically different.
**225 incidents stopped by armed citizens out of 615 cases — 36.6%.**
Nearly ten times the FBI's reported percentage.
How can two organizations looking at the same twelve-year period reach such different conclusions?
And which cases are being counted?
In this video, I break down John Stossel's reporting, the FBI's response about the limitations of its data, and the CPRC's claim that numerous armed-citizen interventions have been omitted or misclassified.
We also examine the CPRC's separate estimate that armed civilians stopped 56.3% of qualifying attacks outside gun-free zones over the past five years.
These figures come from different datasets and methodologies, so understanding the definitions and exclusions matters.
Because when people debate whether the good guy with a gun actually makes a difference, the evidence behind those claims deserves serious scrutiny.
