SB 1392 (Leno's Law) UPDATE! Did California's Classic Car Smog Exemption Just Get Gutted Even More?!
I attended the California Bureau of Automotive Repair (BAR) public workshop on October 22, 2026, and I had the opportunity to call in and ask three questions that I've been hearing from classic car owners all over California.
And let me tell you, I wasn't expecting some of the answers!
SB 1392, also known as Leno's Law, is California's new collector vehicle smog exemption law. But now that BAR is working on the regulations, there are still some BIG questions about how this exemption will actually work.
So instead of guessing, I went straight to BAR and asked!
HERE ARE THE 3 QUESTIONS I ASKED:
1️⃣ Is the smog exemption permanent once my vehicle qualifies, or could I lose it later?
2️⃣ Can I modify my vehicle or perform an engine swap once it qualifies for the exemption?
3️⃣ Will there be a mileage limit on how much I can drive my classic car?
BAR addressed all three questions during the workshop, and some of the responses genuinely surprised me.
Now I'm wondering, is this law becoming even more restrictive than classic car owners originally expected?
