It required around 500 of the country's largest industrial polluters to pay a fixed price per tonne of carbon dioxide equivalent emitted... It started at AUD $23 per tonne in 2012, rising to AUD $24.15 in 2013. It was scheduled to transition into a flexible, market-based Emissions Trading Scheme (ETS) by 2015.
