Someone fabricated a mess! Can it be fixed? Shop that specializes in last chance miracles gets it!!

Got a real mess to fix with this one! Nothing is flat parallel or concentric but it is all supposed to be so where to start? Follow along as I walk thru trying to get this mess to something useable.
