The game's balance is hard to figure out. I'm playing on Hard, but it's really troop disparity that affects the difficulty. If you go into battle with higher troops, you'll likely win with no issues. If you are at a troop disadvantage, you may as well not even play the battle because you won't be able to do a damn thing, regardless of your characters actual stats.
The game mostly gets easier as you level up your core team and your numbers start to consistently outnumber the enemy's. Especially if you fight them multiple times and start draining their troop resources or stealing officers. The enemy will move its commander's location away from you to try and survive as long as possible, but you can cut them off by taking territories between theirs and save yourselves a few battles, which also prevents them from sending more troops over. So some fights against the largest forces will be super easy because they only have like 4 officers by the time you get to their commander.
So all the fights that should be big ones just feel anticlimactic.
