When terminating NM Cable (Romex) to a panelboard cabinet that is not surface-mounted, the NEC requires each cable to be secured to the cabinet with a listed fitting [334.2]. It's a common practice in some places in the US, particularly Arizona, to use a PVC connector to contain many NM Cables, in violation of 312.5(C) [before 2026 NEC], now 312.8(C) in the 2026 NEC.
