I think this boss has the illusion of being hard at first. It's designed to overwhelm you, but once you start to understand it better after 10 or so attempts it becomes more manageable. Of course equipping the right gear for the fight also helps a lot. You can play with any build you want really, but those pulse guns make short work of his shield.
Btw I don't recommend tanking his assault armor blast like I did. I only did that because in that split second decision I decided I had plenty of health so I went in for the extra hit.
