India's highly regulated nuclear sector is standing on the cusp of a historic transformation as the government deliberates on a major policy shift. Recent reports indicate that key ministries are drafting a framework to potentially allow private companies access to India's tightly controlled thorium sector, particularly for mining monazite sands and extracting critical minerals. This regulatory evolution could unlock India’s massive coastal mineral reserves to support the nation's ambitious clean energy targets and strategic resource security.
While India holds less than two percent of the world’s uranium reserves, it is home to nearly twenty-five percent of global thorium deposits, concentrated along the coastal sands of Kerala, Tamil Nadu, Odisha, and Andhra Pradesh. Harnessing this massive reserve is vital for India to achieve its target of 100 GW of nuclear power by 2047 and its ultimate goal of net-zero carbon emissions by 2070. To achieve this, India has been systematically advancing its indigenous Three-Stage Nuclear Power Programme, structured specifically to bridge the gap between fertile thorium and fissile nuclear fuel. A historic milestone in this strategy was recently achieved on April 6, 2026, when the 500 MWe Prototype Fast Breeder Reactor (PFBR) at Kalpakkam attained its first criticality, launching India officially into the second stage of this self-sustaining nuclear cycle.
