The East and Southeast Asia Green Central Banking Scorecard compares the progress of 13 countries’ central banks and financial supervisors in integrating environmental considerations into their policies. Building on the success of our previous G20 Green Central Banking Scorecards, this report is the first of its kind dedicated to the ASEAN+3 economic bloc, providing a benchmark to help drive policy development in a region with huge climate investment needs, that is central to the global green transition.

To launch the East and Southeast Asia Green Central Banking Scorecard, we brought together an expert panel of speakers for an online webinar, to discuss the progress and the challenges that remain for central banks driving the green transition in the ASEAN+3 region.

The expert panel of speakers who joined us were:

• Chair: Janice Lim is a Correspondent at The Business Times covering environmental, social and governance issues.
• Dr Ma Jun - President of the Institute of Finance and Sustainability, and former Chief Economist at the People’s Bank of China (PBOC)’s Research Bureau
• Aziz Durrani - Technical Assistance lead at the ASEAN+3 Macroeconomic Research Office (AMRO)
• Siti Kholifatul Rizkiah - WWF Malaysia, lead on the Sustainable Financial Regulations and Central Bank Activities (SUSREG) tracker
• Laura Canas da Costa - Global Policy Co-Lead, UNEP Finance Initiative
• Dr. Heru Rahadyan is Deputy Director at the Department of Inclusive and Green Economy and Finance, Bank Indonesia

Joe Herbert, Senior Researcher at Positive Money and lead author of the Scorecard, also provided a summary of its main findings.

While important progress is being made, overall, there is certainly more that all central banks can be doing to steer finance in a direction that mitigates the worst impacts of climate change, rather than worsens the severity of the crisis.

Countries with greater economic power and larger historical contributions to environmental degradation should lead the charge here, and support the most vulnerable countries to develop their own green central banking policies, both within the region and beyond.
