A rump state is the small, remaining remnant of a once-much-larger state. It occurs when a territory shrinks due to annexation, secession, occupation,
or revolution, but the original government retains physical control over a portion of its homeland instead of fleeing into exile.
Why is it called a rump state?
A rump state is the remnant of a once much larger state that was reduced in the wake of annexation,
occupation, secession, decolonization, a successful coup d'état or revolution on part of its former territory.
Key Characteristics
Reduced Territory: The state shrinks significantly from its former size, leaving behind just a geographic "rump".
Physical Control: It governs a functioning, physical territory, which distinguishes it from a government-in-exile.
Continuity: It claims or represents political, legal, or cultural continuity with the larger, former nation.
Classic Historical Examples
Austria after WWI: The Republic of Austria was left as a tiny, German-speaking "rump" after the dissolution of the Austro-Hungarian Empire.
Republic of China (Taiwan): Following the Chinese Civil War in 1949, the ROC government relocated to Taiwan, maintaining a rump state over a fraction of its former mainland territory.
The Kingdom of Soissons: After the collapse of the Western Roman Empire in the 5th Century AD, this Roman remnant state clung to power in Gaul before falling to the Franks.
