Learn more about the history and enduring legacy of the Belmont Report, a landmark 1978 document that identified basic ethical principles–respect for persons, beneficence, and justice–that continue to shape human research protections today. This event was held on the 52nd anniversary of the signing of the National Research Act of 1974 and took place at the very venue (Belmont Manor & Historic Park in Howard County, Maryland) where the National
Commission met in 1976 when developing their early ideas for the report.
The program featured opening remarks from Howard County, Dr. Stephanie Haridopolos (Office of the Assistant Secretary for Health / Office of the Surgeon General) and the National Institutes of Health (NIH) Director, Dr. Jay Bhattacharya. The keynote address was given by Ms. Lillie Tyson Head, Founding President of the Voices For Our Fathers Legacy Foundation, an organization founded by the descendants of victims of the U.S. Pubic Health Service Study of Untreated Syphilis in the Negro Male at Tuskegee and Macon County, Alabama. Public outrage surrounding this study directly led to passage of the National Research Act and creation of the Belmont Report. The program concluded with a facilitated panel discussion with human research protections experts, researchers, and community voices.
