Modern Concrete Blocks are safe as they are made from cement, water, sand, and gravel. Non-toxic materials that will not harm your food. Old "Cinder" Blocks are the ones to avoid as they can contain heavy metals. Decades ago they added "fly ash" to them, a toxic waste product removed from the smokestacks of coal burning power plants and steel mills. If in doubt it is best to start with new ones. I've never seen "true cinder blocks", apparently they have a different look to them. Cement is alkaline. Over time, moisture will cause small amounts of lime to leach out of the blocks and into your growing medium. This raises the soil pH. The plastic will form a barrier to prevent that.
