During the diplomatic crisis of 1870, Prussian Chancellor Otto von Bismarck skillfully manipulated events to provoke France into declaring war on Prussia rather than the other way around. After editing the famous Ems Dispatch to make diplomatic exchanges appear more insulting, Bismarck inflamed public opinion in both countries, encouraging the French government to declare war. The resulting Franco-Prussian War united the German states behind Prussia under Wilhelm I, allowing Prussia to achieve a decisive victory. France's defeat led to the proclamation of the German Empire at Versailles in 1871, completing the unification of Germany under Prussian leadership.
