One person was taken into custody Monday morning after an "incendiary device" exploded outside a federal building in New York City, according to the FBI.
The Department of Homeland Security said the incident began at about 8:20 a.m. when a person launched fireworks outside the building, grazing a bystander, before pouring what authorities believe was gasoline on the entrance steps and setting them on fire. The incendiary device was identified to be a "large firework" in a canister.
James Barnacle, Assistant Director in Charge of the FBI's New York Field Office, said five to seven shots were fired from an airsoft rifle after the fire started.
Officials named Andrew Arrabaca, 43, who is a U.S. Army and National Guard veteran, as the alleged suspect in the attack. Barnacle said Arrabaca "came armed with bad intentions."
DHS described the Arrabaca as an "anti-ICE rioter" and said a Federal Protective Service officer quickly tackled and detained the individual, suffering minor injuries during the arrest.
According to Homeland Security, officers recovered the suspect's bag, which contained what appeared to be two pellet guns and a manifesto. Police also told WABC that investigators were examining a cart the suspect allegedly wheeled to the scene that contained fireworks and airsoft rifles with a sign reading, "ICE Off Our Streets."
The NYPD confirmed to Fox News that a firearm was recovered in connection with the incident but did not say whether it was found on the suspect.
According to the FBI, three people - two federal employees and a civilian - suffered minor injuries and were treated and released.
The building was placed under a shelter-in-place order out of an abundance of caution.
New York City Mayor Zohran Mamdani said his administration is in contact with the NYPD and will support the federal investigation.
Located in Manhattan, 26 Federal Plaza houses dozens of federal agencies, including the FBI, Immigration and Customs Enforcement and U.S. Citizenship and Immigration Services.
Video shared on social media showed heavy smoke outside the building as officers detained a person on the ground.
The FBI said its New York Joint Terrorism Task Force, along with the NYPD and other agencies, is continuing to investigate the incident.
