On October 8, 2023, at roughly 8:22 AM in Escambia County, Florida… a Deputy Sheriff’s coffee break took a dark turn.

Justin Neel was parked outside of a convenience store when he saw a figure stumbling toward him from across the street. As the man got closer, something seemed off. He was barefoot. His face was swollen from bruises. And most alarming of all, his neck had a severe wound that looked like it should have been fatal.

The deputy immediately started asking questions, but the man barely spoke English.
