Alaska governor candidate Bill Walker pitches ending the Permanent Fund dividend

Bill Walker and Randy Hoffbeck, candidates for governor and lieutenant governor, explain their idea to pay Alaskans a final $10,000 dividend from the Alaska Permanent Fund.

The two spoke at the Anchorage Daily News office on June 3, 2026. Walker is a former governor who's one of the 17 candidates vying to be Alaska's next governor, and Hoffbeck served as state revenue commissioner under Walker.

They're proposing to end the state’s Permanent Fund dividend program, but not before distributing a final payout of $10,000 to eligible residents.

The annual cash payout has consumed the state’s legislative process for years. Under Walker’s previous tenure as governor, the state stopped following the existing statute for calculating the PFD and began using a share of revenue from the fund to subsidize state services.

Walker and Hoffbeck say giving Alaskans the option of a one-time payment, followed by an end to the dividend, will allow the state move past that all-consuming debate and instead use revenue from the Permanent Fund to pay for government services. Other candidates in the governor’s race continue to promise Alaskans a statutory dividend.
